My wife Carin and I live in Philadelphia and have been married for 23 years. Together we have raised three fantastic children. I am an experienced manager with a demonstrated history of working in the military and law enforcement fields for over 30 years. Skilled in Public Administration, Law Enforcement, Emergency Management, Command, Homeland Security, and Criminal Justice. Strong military and protective services professional graduated from the U.S. Army Command and General Staff College and the Northwestern University Center for Public Safety’s School of Police Staff and Command. My hobbies include traveling, radio listening and researching history. I have varied interests based on my experiences including exploring the New Jersey Pine Barrens and working at Franklin’s Family Restaurant while in college.


My Military Career

Colonel, U.S. Army Reserve with 34 years military service.

Enlisted 1989 in the Pennsylvania Army National Guard and attended Officer Candidate School. Commission 1994 as a Military Intelligence officer. Attended schools in Fort Sill, Oklahoma and Fort Huachuca, Arizona.

Assigned Selective Service System, an independent federal agency, in 2000. Commander of two Joint Service Detachments responsible for all aspects of selecting, recruiting, training and managing 200 uncompensated Presidentially appointed Local Board Members, one District Appeal Board, senior enlisted personnel serving as Area Office Augmentees and assigned officers in the state of Pennsylvania. Prepares to assume command and total responsibility for the establishment of multiple Area Offices in the event of mobilization or national emergency. Serves as primary liaison with each separate Armed Service, federal, state and local authorities. Must be prepared within 24 hours of being mobilized, to establish and initiate operations in providing untrained manpower or qualified medical professionals to the Department of Defense under any condition.

From 2003 to 2004, I was deployed to the Green Zone in Baghdad, Iraq attached to Multinational Corps Iraq. Responsible for leading the special security program and managing three Tactical Sensitive Compartmented Information Facilities (T-SCIF) for an ambassadorial and three-star Coalition headquarters in a combat zone. Safeguarded $200,000 worth of Joint Worldwide Intelligence Communication System equipment. Responsible for the receipt, control and accountability of Top Secret Sensitive Compartment Information (TS-SCI). Established and enforced security policy and procedures within government standards. Ensured proper control, transmission, transport, and safeguarding of SCI. Served as the official channel for receiving and certifying security clearances, briefings, indoctrinations, and debriefing. Performed duties as Watch Officer.

2006 to 2011, served as the Department of the Army’s only full-time Casualty Officer representing the Secretary of the Army when assisting the families of deceased Soldiers. Assisted and counseled the Primary Next-Of-Kin of deceased Soldiers rendering prompt, courteous and sympathetic assistance. Performed on-call duty as a Casualty Notification and Casualty Assistance Officer. Arranged military honors for funerals and effectively worked on behalf of family members with supporting agencies such as legal assistance, chaplaincy, finance, after active duty services, Department Veterans Affairs and Social Security Administration. Assisted next-of-kin in developing supporting claim for benefits. Provided assistance in a professional and impartial manner.

2018 to 2023, performed Military Funeral Honors with the U.S. Army full-time honoring Veterans and their Families throughout Pennsylvania, New York and New Jersey. Also completed 23 years assignment with the Selective Service System.


My Law Enforcement Career

  • Philadelphia Police Academy 1993. Assigned footbeat officer Center City District.

  • 1994 assigned 9th District.

  • Police Detective from 1996 to 2005 assigned Northeast and Southwest Detective Divisions.

  • Patrol Sergeant from 2005 to 2012 assigned 9th District.

  • Assigned from 2012 to 2015 as Platoon Lieutenant 22nd Police District. Commander, Police Service Area (PSA) 4 covering the Brewertown area including the Brewerytown and the Norman Blumberg Apartments. Graduate of Northwestern University Center for Public Safety’s School of Police Staff and Command.

  • Police Captain from 2015 to 2019. Assigned Command Inspections Bureau managing critical and major incidents throughout the City. Full command responsibility of the Police Department during evening and overnight hours with direct oversight of 6,500 police personnel, facilities and equipment. High-profile position with frequent media spokesperson duties at active crime scenes.

  • Retired 2019 after 27 years of service to continue full-time duties in the U.S. Army.
